A new support programme for foster carers and children in South Gloucestershire has marked a successful first six months.
Launched in April 2023, the Mockingbird Family Model is a partnership between South Gloucestershire Council and The Fostering Network. Originally developed in Seattle, USA, this innovative model brings together up to ten foster families to form an extended support network called a constellation.
What Is the Mockingbird Family Model?
At the heart of each constellation is a hub home, led by specially trained foster carers. These hub carers provide:
- Practical and emotional support
- Advice and guidance
- Social activities for families and children
The model mirrors the natural support of an extended family, helping to build stronger, more resilient fostering communities.
Real Impact in South Gloucestershire
Since its launch, hub carers Adam and Mandy Gibbons have delivered over 383 hours of support to eight foster families, including 14 children and young people.
They host monthly meetups and organise regular activities, creating a sense of belonging and shared experience.
Mandy shared: “Mockingbird has been a huge success for us. We really are like an extended family. We help each other out, organise fun days, and even do school runs for one another.”
She added: “I’ve been fostering for 15 years, but through Mockingbird, I’ve grown in new ways. I’m now spending time with younger children, and I love it.”
Supporting Families When It Matters Most
Adam and Mandy have also stepped in during challenging times. Over the summer, they helped stabilise a new placement and supported a family caring for children placed in an emergency. “Sometimes, just speaking to someone who understands makes all the difference,” Mandy said.
A Network for Children Too
The children in the constellation benefit as well. They gain:
- More trusted adults to talk to
- Friendships with other children in care
- A stronger sense of community
“It’s amazing to see the impact it’s had on them,” Mandy said.

Councillor Maggie Tyrrell, Cabinet Member for Children and Young People, said: “We are proud of our first Mockingbird constellation and the incredible support Mandy and Adam have provided. The sense of community that has developed is inspiring.”
Lily Stevens, Head of Mockingbird at The Fostering Network, added: “Mockingbird is making a real difference. It nurtures relationships and builds a caring, resilient community. We’re excited to see what the next six months bring.”
